Public Forum Mtg in Dorris
Good Morning,
As I am sure that most of you are aware of Governor Brown has proposed to eliminate 100% of all California fair funding in the 2011/12 state budget. The elimination of the funding would have devastating effects throughout the state network of California fairs and ofcourse the impacts would be felt on a local level at the Tulelake-Butte Valley Fair. The current state funding accounts for nearly 30% of the Tulelake-Butte Valley Fair’s budget, which would ofcourse have a serious impact on the fair’s sustainability. Due to this news, the fair has developed a Future Vision Committee to brainstorm ideas that will help maintain the Tulelake-Butte Valley Fair and ensure its’ sustainability for the future. The Tulelake-Butte Valley Fair Board/Staff and the future vision committee would like to have a some “Public Forum Meetings” in order to inform the people of our communities of the current funding issue facing the fair as well as to get feedback from the public with ideas and their thoughts of potential changes that may occur in order for the fair to remain sustainable and continue to serve the local communities as a one of the greatest, family oriented small fairs in the nation as the Tulelake-Butte Valley has for 60 years!
Currently there are two “Public Forum” meetings scheduled. The first meeting will be held on February 9th @ 6pm at the Tulelake-Butte Valley Fair Home Economics Building. The second meeting will be held on February 10th@ 6pm at the Dorris City Hall meeting room.
The fair office will be sending out official meeting notices to those people who’s addresses we have on file, but we ask for your help in spreading the word about these public forum meetings. Please forward this email to your entire network of local friends and neighbors who would like to be a part of these meetings. The Tulelake Butte Valley Fair not only wants the public to be informed of the funding issues facing the fair, but as well be a part of the brainstorming of ideas and solutions to strengthen the longevity of the fair far into the future! Thanks for your help and I look forward to your input!
Thank You,

No Child Left Behind vs. Push To The Top
TULELAKE, Calif– At the Tulelake School Board meeting there was discussion about not pushing students that excel or are being left behind because they are bored. While teachers are spending time with other students who are not up to the pace. There seems to be not enough Teachers’ aides to help the slow students. Who need more help with their reading, math and comprehension skills?
It was noted we live in a very diverse community and in the area of language arts they are falling short and behind. Title I money needs to be spent helping in these areas. It was suggested that maybe retired teachers and others in the community such as the elderly could volunteer their services to fill gaps. That would help teachers be able to spend more time teaching and pushing all students to the best of their abilities and capabilities with the much needed help in the classrooms in the extended day program. In-order to give teachers’ more time to do their job, so that all students could benefit from such a program like they do in Klamath Falls, Oregon.
There are people in the community that would be more than willing to help support such a program if they were only asked to step up and help. It would be a win, win situation for the Teachers, Teachers Aides, the schools, school administrators and the Tulelake Unified School District. The only question that comes to mind is who is going to pay for the Live Scans on the volunteers and who is going to pay for it.
In other areas of discussion the topic of being more sportsmen like at Basket Ball games by the teams, coaches and fans when referees are making calls that the teams, coaches and fans do not agree with and carried into the locker rooms. Where there were complaints of misbehavior by the coach’s, which was denied by the coaches in question. Both sides were calling each other misinformed and not telling the truth from the parents to the coaches in the Regular meeting of the Tulelake School Board.
Other areas of discussion included the forming of a hiring committee to form questions for the new applicants for Superintendent and High School Principal to be interviewed before the applicants meet with the Tulelake School Board for the final choice and hiring of the new Superintendent and High School Principal.
Discussing about how to keep the music program intact, with the feeling that music was part of the education process of students and beneficial in the areas of math and language skills.
It was also recommended that when purchasing supplies that the Tulelake School Board give local business the opportunity to sell them first to the School District. Where if the local businesses can beat the purchase prices then keep the purchases in house rather than use suppliers or vendors outside of the School District that are not as cost effective in order to cut and keep cost to the School District at a minimum.
Other areas of discussion was considering how “No Child Left Behind” compared with the new program being offered by the president called “Push to the Top” for students to excel in the areas of math and science.
There also was a discussion of the costs by coaches for pre-season games and cost being associated with it where the board felt the Coaches and Teams to share the costs for pre-season games and to look for ways to have more games during the regular season. The school board meeting started at 7:00 p.m. and completed around 11:00 p.m. when the Board went into closed session.

Yikes!!!
Tuelake, Calif- What happens to all the people that have not paid their water bills going on four months without a bill in sight. These people who have not paid their water and garbage bills are going to have one big whopper bill. When this is all finally caught up with getting the water and garbage bills out on time, if we are lucky by the first part of February 2011.
What about those people who have shut off notices do they get their water for free? You decided by taking the time to call city hall and ask what the heck is going on because those of us who have paid our bills without a bill are ahead of the game of, “Well, I don’t pay my bill until I get it in the mail, those people are going to have a shock when it comes due for three or four months back billing. Good luck and I wish them well.

Who “May”, or “May” Not Appoint City Deputy Clerks
TULELAKE, Calif– Well it was business as usual with the Tulelake City Council. One question comes to mind? The Tulelake City Council apparently approved the minutes where is says the following: “After discussion of a memo submitted by City Clerk Cordonier, Council agreed that City Clerk may appoint a Deputy Clerk but does not have the authority to terminate that position. Councilmember McCloud made a motion to void the memo fro City Clerk. Councilmember Carroll seconded. Motion Carried. (Motion 11-06)
Mayor Darrow made a motion to appoint Candace Jefferies and Kim Keiser as Deputy Clerks to serve in the absence of the City Clerk with no remuneration, motion seconded by Councilmember Cantrell. Motion Carried (Motion 11-07)”
Does that mean that the Tulelake City Council have gone around the Government code and made one of their own by appointing Candace Jefferies and Kim Keiser as Deputy Clerks at the pleasure of the City Council, instead of the City Clerk?
The following is the Government Code:
GOVERNMENT CODE SECTION 40801-40814
40813. The city clerk may appoint deputies, for whose acts he and his bondsmen are responsible. The deputies shall hold office at the pleasure of the city clerk and receive such compensation as is provided by the legislative body.
Does that mean that the City Clerk has no choice as to whom he appoints or terminates?
That is not what the Government Code says. Did the Tulelake City Council skirt around the Government Code and make one up all on their own? “City Clerk may appoint a Deputy Clerk but does not have the authority to terminate that position.” In other words the City Clerk at his discretion and pleasure may appoint a Deputy Clerk but has no authority to dismiss the Deputy Clerks if they do not fulfill their duties in the absence of the Elected City Clerk? The City Clerk may not terminate the Deputy City Clerks without the approval of the City Council. Which leads to another question can the elected Treasure all legally hold the title of Deputy Clerk? You decide as to which is correct and what is not correct, after all you are the voters and have the right to question the legal or illegal appointment(s) of Deputy City Clerk(s), there for, not one but two Deputy Clerks?
In other matters what happens to all the people that have not paid their water bills going on four months without a bill in sight. These people who have not paid their water and garbage bills are going to have one big whopper bill. When this is all finally caught up with getting the water and garbage bills out on time, if we are lucky by the first part of February 2011.
